The federal state of Bavaria is subdivided into seven governmental districts. Its official title is “Freistaat Bayern“ – ‘Free State of Bavaria’.) The governmental district of Upper Bavaria (Oberbayern) covers twenty rural districts (Landkreise) and three urban districts (kreisfreie Städte) – towns which are administrative districts in their own right.
The district government of Upper Bavaria (Regierung von Oberbayern) is an administrative authority of the Free State of Bavaria. It represents within the Bavarian administrative structure of state the central interface between the Bavarian State Ministries (Bayerische Staatsministerien) and the rural districts and urban districts of the governmental district of Upper Bavaria. Its leader is the president of the government of Upper Bavaria (Regierungspräsident), an official appointed by the Bavarian Cabinet.
The district government of Upper Bavaria (Regierung von Oberbayern) advises and supervises subordinated state authorities und the municipalities of Upper Bavaria; it makes sure that these decide according to right and law and that supra-local interests are considered. The government of Upper Bavaria (Regierung von Oberbayern) works to achieve an appropriate, effective, economical administration that is accepted by the public.
At the district government of Upper Bavaria (Regierung von Oberbayern) the following departments are established:
Department 1 – Public Safety, Municipal and Social Affairs (Bereich 1 – Sicherheit, Kommunales und Soziales)
Department 2 – Economy, Rural Development and Transport (Bereich 2 – Wirtschaft, Landesentwicklung und Verkehr)
Department 3 – Planning and Building Bereich 3 – Planung und Bau)
Department 4 – Schools (Bereich 4 – Schulen)
Department 5 – Environment, Health and Consumer Protection (Bereich 5 – Umwelt, Gesundheit und Verbraucherschutz)
